whether promotions in the organised accounts from JAO to AAO cadre on or before 31.12.2005 can be treated as promotion for the purpose of MACP since they are navigating from a lower scale of Rs6500/’ to Rs7450/- with the option of 22 i a i fixation or under FR 22 C and has carried the fixation benefit to 1,1,2006 because the promotions earned by JAOs inthe office ofGM Finance TN CIRCLE Chennai

whether the promotions earned by JAOs as AAOs in the 80:20 scheme( before 31.12.2005) can be taken as promotion for MACP 01.10.2008.in the Orgainised Accounts Cadre since the Officers were promoted from a lower basic pay of Rs6500/- to Rs7450/-and their pay fixed under FR 22 C and FR 22 1 a 1.The same upgradation for JAs to SAs in 80:20 scheme in the Organised Cadre has been already taken as promotion for ACP Scheme. There is a wrong notion among the officers that the promotion from JAO to AAO should not be taken as promotion for MACP since the JAO and AAO scales have been merged in to one payband with a grade pay of Rs4800/- after 01.01.2006. The officers in GM Finance office Chennai have been given 3rd MACP on the above assumption,AND HAVE BEEN DRAWN AND PAID HUGE ARREARS FROM 01.09.2008.EXCEEDING RUPEE ONE LAKH IN SOME CASES.Kindly clarify since the matter is getting murkier day by day
